State seeking ideas on how to streamline regulations and requirements

March 31, 2026

Deadline April 3.

Officials with New York’s Office of the Chief Disability Officer are encouraging participation in a statewide effort led by Gov. Kathy Hochul to make government work better by tackling outdated and burdensome state regulations, policies, and practices.

Chief Disability Officer Kim Hill Ridley has shared the launch of EXPRESS NY – a portal where the governor has asked for ideas from stakeholders on opportunities to improve government efficiency and cut red tape.

Ridley called on members of the state’s disability community and key partners to submit ideas and recommendations through the online portal by its deadline of April 3.

In October, Hochul directed state agencies to identify obsolete regulations and outdated policies. Agencies have already found nearly 100 potential practices and regulations in need of elimination, reform or modernization.

Specific areas of focus include housing and infrastructure development, access to services and small business development.
